What would you say this is on the reverse side on MARYLAND?

Machine doubling. On the doubled dies on the 50 States and the ATB series the doubled dies are in the center of the design. Earlobes and the central areas on the reverses. Rarely do you see a doubled die beyond those areas on these quarters.

Machine Doubling. There's unfortunately no premium over face value for this, since it happens pretty much all of the time.
