Obverse has punch marks under the ER in LIBERTY....not sure it means anything.

I think it is damage to the coin. Remember LIBERTY is incuse so the areas around the letters are raised and could sustain damage. Also the lighting makes me think the marks may be incuse. The coin seems to be lit from the NE, Rasied features such as the hair are lit on the NE side and shadowed in the SW. The marks are just the opposite, shadowed on the NE and lit on the SW side.

Agree with conder101 on the direction of the lighting making the marks look incuse which means marks are PMD
