WOW, That is super interesting. "Texas Penny" never heard of it. I'm so gonna love this group, lol. Well the sad news is my scale does not work for this penny. I will head out to the store in the morning to buy one and will weigh it in. Now you have me all interested in finding a Texas Penny lol.

but how would this blank be larger in diameter.

Rocky, the size of the blank is irrelevant. Even if the collar die was disengaged, and a larger planchet could be struck, remember that the working dies are the same size, regardless if it is striking a normal 1-cent planchet, a smaller 10c planchet or a larger planchet... They did not make larger dies to strike larger coins...

Here is an example of a larger coin being struck by 1-cent dies. 1c struck over a 5c... (mint sport no doubt, and the collar die was absent.)

That is one amazingly interesting coin. Love it. I'm interested also to know how much you got that one for.
found this coin in an apartment building that I was cleaning to renovate.I found it very interesting. But more interesting is what I am learning from your conversation.
I haven't made it into town today to get a scale but will be heading into work. On my way back I will not forget to pick up a scale. It's a small town so I might not find one. If I dont I will order one. Is there a certain scale o should use for coins other that a kitchen scale?

A kitchen scale is no good. You need one that preferably goes to 2 decimals (1/100 Gram).

Here is an extreme version of mint sport, along the same lines...

This one is beautiful... looks to be struck on a nickel 50c planchet... I was outbid when this one hit the block.

I finally got a scale today, the coin weighs the same as the 1999 penny. So somebody must have just heated it up and shaped it into its shape. Thank you for all your help everyone if it wouldn't have been for you I wouldn't have been able to figure this out on my own. You're all the greatest
