Trying to find out what I call this error and is it worth to send for grading I put best picture I can with flash and no flash thank you.

Looks like its been damaged by acid or salt water

Really? Salt water can make this doubling?
Look at double struck behind the had and front and all letters and numbers
Looks like struck on top of paper or something very thin

Depending on what was used, acid and probably salt water can warp and shift devices, yes. Its possible it can be a case of severe die detioration doubling, but I can tell you it's certainly not double struck or struck through paper.

The amount of pitting on the surface of the coin is indicative of post mint damage

It's not even worth sending in, as it's just a damaged coin, not an error. It's only worth face value.
