These are fading die scratches. On the die when the coin is polished, they sometimes use something that is very abrasive, like metal brushes. These can leave scratches into the surface of the die. The scratches are incuse. On the open fields, they flatten faster than they do when they are next to a device, or inside of a device. (The later lasts a lot longer) But because these are also above the Memorial building, it tells me that they are die scratches. If there were a hubbing issue, the bays would be affected in the pattern of the reverse. I'm not seeing that on your coin. More as I mentioned deeper die scratches that were/are felt on the die.
