It could be an artificially plated cent or an error that is an unplated zinc planchet that was struck without the very thin copper layer. Hard to tell from the picture.

Plated with chromium? Not an unplated cent, details too sharp.

It doesn't look plated . Kind of odd , whats with the reverse steps ? with jimbucks ; doesn't look like a mint product .

Weigh it and tell us weight and check it with a magnet see if it's magnetic.
