I have been assembling a set of PCGS graded pr69dcam statehood and ATB silver proof quarters. They cost about $10 apiece, slabbed and graded. Pr70dcam quarters cost about four times as much.
Is there any reason other than bragging rights and the never ending pursuit of perfection to pop for the 70s over the 69s? The cost difference suggests a significant risk of compression of the spread between grades. Are the 70s that much more appealing or rare? Counting the circulation strikes, these coins are everywhere.
Also, why on earth would anyone grade a $10 coin? Unless someone is getting some sort of super secret deal, the grading cost would seem to exceed the coin's value.

I'm sure they submit so many at once they get a deal and it offsets the costs.
Rest in Peace

Major "players", dealers etc do mass submissions of the best they pull out of Proof sets/Rolls. They expect 69's, will take some 68's and hope for a handful of 70's out of a hundred. Those 5 or 6 70's sold at $200 a pop, well offsets the much lowered group submission fees the rest are gravy money. Many submitters stipulate do not special slab less than PR67/68, just send back or slab in the least expensive ways.

The difference between the two grades is so ambiguous, yea it is more a braggin' right ego trip because graders do seem to favor some. I have a couple 70's and 69's from different TPG's and I really cannot tell the difference between the two grades.

There is a difference but not everyone can see it. Most are happy with the cheaper 69 but the 70s are more rare and some people want the best. It's really personal preference.

They bulk submit a huge amount of them and make the money off the 70s. Some have anything that isn't a 70 returned raw others let the 69s get graded too and just sell those off for whatever price they can get

A $10 coin can be worth much, much more if it gets a 70 grade.

But yes, it's a gamble. And the big guys get the discounts that make it worthwhile to take the gamble when they submit in bulk (as basebal21 mentioned).

For me, there is no difference. Save your cash and buy the 69s.

I'm glad I'm not the only who can't tell the difference or see any reason to pay the steep premium for the 70s. I collect these because I find them interesting and I like many of the statehood, and almost all of the ATB, motifs The incredible detail allowed by modern technology and computer aided design boggles a mind used to the simplicity and inconsistency of Liberty Seated and other 19th century coins. None of these 19th century coins, not even the "gems" even approaches being flawless.

I think it's really funny when at a coin show I see a slabbed coin selling for $3 or $4 dollars. And I do see many of those. I guess slabbed by someone that is slab happy.
