STATES OF? That what you referencing? If so, it is a Struck Through Grease strike.

It's a Greaser, as Crazyb0 explains.Very common for all US cents.

If you don't ask, you won't know right!

This is not a " Greaser", but due to insufficient pressure/metal to fill out the reverse legend. The shoulder of Lincoln requires much more metal (even after being slimmed down to the lowest possible relief) than what is opposite it. This is a very common area to see design weakness on Lincoln cents and it's not because of consistently well-placed grease on the die. It is what you may call a "design flaw". It happens with many other coins. All of those Jefferson nickels without full steps must be greasers, right?

with spruett. Not really a Greaser, more of a design flaw.
