Think it is a weird MD, a rotated hop. Looking at the fobverse, does that appear to be spider cracks Bate? If it is, the hammer die(obverse) may be at the fracture point, coming apart, ready to shatter. that would have all kinds of adverse affects. It may act "sticky" and pick up the coin slightly and slam it back down as it does it's normal bouncing upon strike. Weird unusual movements.

Those areas don't look like die/hub doubling or even Machine Doubling to me. I am not an expert, though.

Possibly a die scratch, that because of that location, the die wear enhanced the scratch, rather than flatten it. If it were a hub issue, I thinking the devices and the right wheat lines would be affected on the inside of that same area. I checked the other sites and no mention of it. (not all dies are showing on Wexler's site, so you might send him an image and ask him?)

Looks like die chips/die damage on the wheat ears and MD on the lettering. IMO.
