Holy crap!! Been coin roll hunting today, I know...3rd question of the day. But check this out!! Please tell me this is a RPM? If so, would you consider grading? How does the "full steps" work with this? Because there is a nick going down the steps, would this not count? As always, thank you for your time! I swear...last post of the day.

Yes the nick puts it out of the game. Full steps must be clear and uninterrupted.
The S over S is a possibility, I don't know but there are websites to decipher which it might be.

It has the mark on the top of Jefferson's head. I was looking at the population report, if it's correct, there are only 2 that have been graded. Would this be worth sending in?

The RPM and mintmark placement looks right for RPM-002. And if it has the crack like you say it does, I think it's a match.

The population reports on that site are not kept up to date and it's a minor variety to begin with, so it likely wouldn't be worth as much as it costs to get a coin graded. I wouldn't recommend grading.
