I realize it looks like there are whiz marks but I just found this floating in a bag of pennies and it wasnt in a flipp or anything so I thing the marks are just marks from rubbing the other coins.

Without the coin in hand, and the rim dent & scratches, I would have to say EF-40 at least.

Very well struck coin.

That's a very nice find for a bag of pennies!
I'm not familiar with Victoria coins, but I'd guess the same grade, perhaps bumped into aEF due to the rim dings.

I agree. Based on The Charlton Standard Catalogue of Cdn Coins for the Victoria Laureated Head, AU-50 should be "Slight traces of wear on high points. Degree of mint lustre still present." EF-40 is "Braid is slightly worn but generally sharp and clear". You have a very nice EF-40.
