Yes it is, called "die subsistence error" the die is about to give up the ghost.
Where's E&V or Coop, they know more about it than I.

That's called the Recurring Die Subsidence error. It was a mysterious form of Die Failure, and to this day, they're still not exactly sure what caused it. We have very good guesses as to why it happened, but we won't know fully 100 percent what happened. http://www.error-ref.com/recurring-...dence-error/ I also made a thread very early this year, about this error. Read the last few lines above this post. Mike felt it was a heat treatment issue on those dies at that time.

So it could be a heat treatment issue (which makes sense actually). It's a very interesting puzzling error coin.

Good catch in recognising the error Crazyb0 and thanks for the detailed explanation coop. I had heard of the term "Die subsidence error" before but never looked into exactly what is was. Now I know.

They happen on other coins as well:    Last two coins is from the same die, but Included bother images because of coin wear.
