Looks to me like a normal coin. Obverse "star" is actually PMD (post mint damage) not a mint error.  to the CCF!

 to the land of disappointed dreams. Your coin has no major "Mint" errors on it. It appears to have been a "carwash" coin, spent a lot of time in vending mechanisms which cause damages of all sorts, especially right next to rim. Add that to circulation wear and contact hits/dings, and yours is a result. Don't be too disappointed tho, still worth a quarter.

First off,  to CCF! What your seeing on the letters is Die Detrioration Doubling. Here's a reference http://goccf.com/t/309086. Between the date it looks to be a well placed hit from circulation that raised the metal. It's a safe spender. But if you have anything else just ask!
