Hello, could you have a look at this 1990 Lincoln Memorial cent and let me know if there is extra thickness on the reverse device upper center lettering and also including the center portion of the last step. I am wondering if the date 9s are doubled as well.

Maybe a little Grease Filled Die, circulation damage. Look at the o in of and you can see that it is mishapen due to circulation damage.

I don't see any doubling anywhere. Note for the reverse area you are concentrating on, the dots in EPU are critical. If they are not round but elongated, that suggests a doubled die. If they are round, like those on your coin, the die was normal.
