Maybe it's a damaged mint mark punch issue?

The closest match would be the RPM-001, but I don't think that is it. I think it is a trick of the eye aided by a plating issue

There is movement, slight, to the SouthEast, see it well on some closeups as reflected light on MM and date.

Plating movement. Probably other examples of split plating were caused by the same thing. But this one just stretched the plating and it didn't split this time. No premium. If it were a RPM, I would expect to see the upper left corner to show a RPM mark. There is none. So it is not a RPM.
