That's a scratch on the date, and that's indeed Machine Doubling on the on date and incused lettering.

A bag mark or an injury to a coin with incuse devices will look like it flows behind the devices. But it is on the surface of the coin. With the high percentage of MD on the incuse devices happening (As high as 70%) they are not where doubled die are found on the ATB and State Quarters. The doubled die on them are in the center areas of the coins. (not the outer edges of the coins) On the obverse, most doubled dies are on the earlobe areas. Hope this helps.
