If it was real gold, it would weigh in at 8.387g and have reeded edges.

Where did you buy it, looks counterfeit to me but need
larger and clearer photos to confirm.
Its possibly a gaming token.

What is the 2-digit numeral on the stars?

I believe only the ones stamped 68 are the .900 gold ones

I'm sure the bay has a boatload of examples.

The coin shown here is a very common brass token made for use as a counter during the reign of Elizabeth II of Spain. There are numerous varieties always of the same general type. Nearly all examples were drilled top center.
