Plate bubbling. Moisture, or any other myriad of contaminates get trapped between the copper plating and zinc planchet and over time what you're seeing, appears.

To CCF! These are called Gas Bubbles. They are very common on Copper plated Zinc Cents, and doesn't hold a premium over face value. http://www.error-ref.com/gas-bubbles/
