Toning In US Uncirculated Mint Sets (Newer Than Late 1960-S)

My apologies if this topic has been addressed in the past. I've searched the site and haven't found what I'm looking for. Here we go...

I've noticed that some US uncirculated mint sets in cellophane packaging have fairly high occurrences of toning--particularly the 1976 sets, both P and D mints, with the P mint having a higher incidence.

Often, the 1976 P Ike dollar has a warm gold tone--some very warm. Also, the 1976 P cent can have a very warm red tone.

What is the cause of toning in cellophane uncirculated sets? Thanks.

It doesn't mean that the plastic is impermeable and there may be substances in the plastic itself or the coin was handled with a substance.
