Another thought I had was being Struck Through, but I'm learning towards Post Strike Damage on this one. Circulation wear over time probably worn down whatever damaged that area.

Note the raised area NW of the VDB. That looks like if the coin was damaged on that area, making the raise on the the edge of the rim it might be damage. Can't tell for sure because the image needs to be a bit lower. But appears to be a struck through rim burr. But seeing the VDB area might be a help either way?

After seeing your last pics. I strongly say it is a damage.It looks like at some point in time,long ago it got jammed in between something, perhaps in the days when you were able to buy a candy for a Penny!
