Proto-rim caused by extreme die wear. Metal flows outward on the die, forcing metal to move outwards causing this. NOT an error, normal on dies used too long before replacement!
Anther example of split plating. The plating either split during the strike, or the coin was squashed later exposing the zinc. Either way, its a spender.
