Ok so I found this LMC and I first noticed the raised chin and bow than noticed that the bow didn't look so much like the others and wasn't as raised as others. I don't know if this would be an error or what. I had a hard time trying to depict the raised portions in the photos. So hopefully you can see what I'm talking about.

They changed the design of the chin and bowtie multiple times over the years, so the design may look slightly different from one year to the next. It looks normal for a 1999 cent.

It's a normal Lincoln Cent. It's just a part of its design.

Maybe struck by a new die or struck better than we're used to. I don't think there is anything special there.
