2003 D LMC Could This Be What Is Called An Extra Step Cent?

I found this cent this afternoon and while I don't believe that it is I am wondering if the very top step is what is referred to as an extra step or is this part of the design. This step is much thinner than the steps below it and actually is above the bottom of the columns. Thoughts?
