1966 SMS Half Dollar, What Kind Of Mint Error Is This?

I'm wondering exactly what type of mint error is on the reverse of the half dollar depicted below. My guess would either be a lamination error or grease on the die error but unfortunately I don't really know that much about mint errors. Any information would be helpful. Thanks.
