Woodcr, you are correct, contrast between the fields and devices are a determining factor between cameo/DCAM, and field reflectivity is the determining factor in PL/DMPL.

However, if a coin is PL, you would expect to see at least a little bit of contrast between the fields and devices, as the frosting implies new or freshly polished dies.

This coin certainly can be PL, but based off of the complete lack of contrast between the devices and fields on the obverse, it strikes me as unlikely.

I realize I worded my comment in a way that implied otherwise, sorry.
