Rome seems correct. It's well beyond my expertise to identify the mint on coins pre-Aurelian that didn't have actual mint marks; I believe style is the main clue?
Valerian's coins are notoriously difficult to find a realistic portrait, since Antioch produced cartoonish busts at this time, and the Roman celatores apparently didn't know what he looked like; his portraits range from looking about 30 to 70+ when he was actually in his 50s.
