If you are referring to the two marks above the 0 on the date that is called reeding. That is when another coin with a reeded edge hits another coin.

Keep in mind this date area and all the other devices in side the reverse circle, are all incuse devices. (Sunk into the coin) When a contact mark is made on that area, then it appears that it flows behind the devices. But it is on the surface of the coins field area. These incuse devices on the coin are raised on the dies. (dies are a negative) Even the slightest movement during the strike can cause Machine Doubling. (70% of the ATB Quarters show this MD, soft or stronger but are not hub doubled) But on your coin the contact what from something during circulation. Spendable.
