It's doubling, but it's Machine Doubling unfortunately. The devices were reduced in size, since it has that steplike appearance to it. This type of doubling only happens during the strike (it's caused by the machine, so that's why they call it Machine Doubling), while a Doubled Die only happens, when there's a mistake during the die making process. Machine Doubling is caused by the die shifting slightly during the strike. All coins struck from a true Doubled Die will show the same exact doubling on all of the coins it struck, with that die pair. http://www.lincolncentresource.com/...oubling.html https://errorvariety.com/OFD/MD.html http://doubleddie.com/

It will make a great educational learning piece. You can always look back at this coin, if you're having trouble ID'ing the types of doubling.

As mentioned: MD How to tell the difference? Seeing them side by side helps:
Normal VS DDR:

Did you note on these examples that the normal devices are smaller looking than the DDRs. Now look back at your image? Do you see the devices are even thinner than the normal devices. Machine Doubling happens after the strike and die movement damages the devices. Thus your coin is not from a doubled die because nothing is doubled. The doubling is on the die. On Machine Doubling after the strike the machine reduces the size of the devices. Some DDR Wheat cent are monsters:
