That's called a "Skirted R" Die Chip. These were somewhat common on the 1960 D Small Date LMC's, since these were notorious for being riddled with Die Chips. The U.S. Mint had to created a 1960 D Large Date LMC die, so this issue with chipping wouldn't happen as much.
