Both are damaged. The quarter is just really beat up; I could make up a crazy story but it would just be guesswork!

The cent is a victim of zinc rot; the zinc core in modern US cents is pretty unstable, so once something gets through the thin protective layer of copper, the whole thing self-destructs.

Both are damaged coins. Zinc rot on the Cent and driven over in parking lot on the Quarter.

To CCF , Yes both were damaged after they left the mint . The Lincoln Cent is poor product of our modern pennies which virtually all U.S. coin collectors dislike .
