For 1999 P Canada Small Cents, do these all come from the Test Set or does it also come from other sets such as PL, SP, and PR? The P is located on the obverse side under the bust. Thanks.

Test token set only - not sure why it is included in some registry sets

I believe that the "test set" was issued becasue the mint saw demand, after issuing some of these to vending machine companies (iirc) for testing, and setting up for the forthcoming plated coinage.
