Sorry about the odd colour... I'm still trying to figure out my camera. I know that some variants of this coin exist. The date is quite wonky and the 5 is slightly raised. The obverse has some dirt on it.

This is commonly referred to as a capped bust Half Dime. Looks au58. I don't see any wear but the luster is missing on a lot of the coin. Touching coins with your fingers can remove luster. Also, if it looks dirty or it has any defect, JUST LEAVE IT ALONE and let a professional come up with a plan for remediation.

AU-58. Pure Acetone may take off the black gunk. Soak it and don't rub as you will leave hairlines.

AU-58. Soak it in 100% acetone and see if the gunk comes off. If not then leave it as it is.

This Half Dime is in really great shape. As for the die variety, I am leaning towards, LM-10

That coin is very well struck for a Half Dime. It also appears to be a very high grade piece that could easily be worth several hundred USD. I would not mess with the (reverse) dirt. It is a Small Date, Large 5C variety.
