A special wrap roll was opened in one LCS containing 8 colour and three bank rolls were opened in another with all non-colour.

probably the special wrap roll, is mixed, the bank rolls are solid, so far.

If it turns out the coloured are only available in the special wrap rolls, and the bank rolls are all non-coloured, would the coloured still be considered as "circulating" coins?
I collect circulating coins, but if the only way to get the coloured version is to pay a premium (beyond face value) to the Mint, then I'm not sure these would qualify for my collection.
Thoughts?

What's there to think, this is a circulating coin although the methods of distribution is a big cloudy picture created by the RCM, obviously one dealer has access to a few cases especially the colour ones. Most likely adquired from the security delivery companies, kind of interesting all the shrink wrap rolls I have seen are all non colour yet this retailer seems to be able to get bank rolls of colour ones. This is the RCM's version of the best way to get these coins to the public

Collectors were willing to pay the same price for the special wrap rolls, so it's not surprising to see the 80 rolls of colour ones sell out for same price, just don't understand the RCM's logic in the method of distributing this and last years GITD coins. Still puzzled with the bank rolls that I've seen so far are non colour, eventually the rest will be available as only colour rolls

Rainy almost snow day, spent another 4 hours visiting banks around GTA, 3 days before Nov. 11 yet no luck, there should be 2000 boxes of the non coloured and 4000 boxes of the coloured ones just wondering where they are ?

I did 8 banks here in Northern Ontario, same thing none.

The mint says you can get them from your financial institution as they are circulating coins. The financial institutions say they don't have them but you can get them in your pocket change as they are circulating coins. What am I missing.

Banks do not get them from the RCM, it is all random from Brinks. Plus I think the Dealers have got most of them some how.

 That is the point most people don't get. Banks no longer order from the RCM for their coins. They can but it is easier to order from Brinks and other cash handling companies. They can get quantities must faster than waiting weeks for delivery from the RCM. It happened last year for the Canada 150 coins too. It was really hard to find any rolls.

You may have better luck getting them from your local retail store. I know a few people that had success doing this.
