Came across this coin and would like to know what are the zig zag lines all over the coin is and also infront of his bowtie their seens to be a letter ? All info is greatly appreciated

Definitely not an error. This cannot happen at the U.S. Mint. Just damage of some sort. It's Post Strike Damage ( PSD).

I agree with staining after mint. Something was laid on the coin that caused the staining.
