I'm going way out on this one. the beads around both the obv and reverse are very prominent without too much wear. almost all of the stars are fully defined. the date and lettering on the reverse are too strong for an F coin. I think you have a weakly struck obverse. I have it at technically a weak strike VF30

vf20-25. reverse stronger than obverse.
