Depends. If it is raised, then it is die damage.
If it is incuse, it maybe a struck through or PSD.
From here it looks incuse.

Since it's incused, it is Post Strike Damage most of the time, but I am wondering of this is a Struck Through error in this case? Getting more images and side shots of your coin will help. If you do that, then we can give you a definite answer for sure.
