I'd boil it in acetone before sending it back. Are you thinking PVC damage?

I would only be guessing, but was there a previous attempt to abrasively clean the coin followed by an attempt to cover it up with AT? Its only a guess, but when it comes to your skill, I must bow to your expertise!

Could that be brush marks or an old finger print? either way I would send it back also.

I see some sort of striations(hairlines?) with maybe a toning job to hide them

It looks like some one started cleaning the reverse, then thought better of it. I really don't like the space between "of" and "America".

The obverse looks nice minus the scratch on the front but it wouldn't bother me too much if I got it for a good price. The reverse....   looks like it was dragged against something and PVC? I would have returned it.

Here's my take:
* The first red flag was that the reverse condition looked drastically different than the obverse. A dark, dirty reverse and a non-dirty obverse seemed odd to me. I don't exactly call that appealing, even if it was original.
* The dirt has a green tinge to it. This is a major alert as to the possibility of corrosion hidden underneath the dirt. I've been fortunate in the past and taken off dirt like this and no harm was done to the coin and the surface looked fine. However, I'd own the coin if I decided to take it from its 2X2 and try anthing with that dirt.
* Finally, and this was the clincher for me. It appears that the "dirt" was APPLIED on. I don't know about you guys, but for me it's a first to see that the fingerprints are actually in the dirt as if someone was pressing their fingers onto the surface. This doesn't seem realistic for simple normal handling. Those prints are all over the place! They're evident on top of the devices where someone would "slip" the dirt over the device to place it over the fields. I have a strong feeling that something is being hidden underneath that dirt....and I don't want to find out the hard way!

Aha, I could not quite decide from the photos if those were old hairlines or fingerprints. Would it be plausible to think that this coin had been in an old Whitman folder for many years, sustained some surface damage from old time storage in said folder, and then "thumbed" to cover up the evidence? You are right though that the two sided appearance is definitely not eye appealing which is a shame because the obverse is gorgeous

The fingerprints are mixed in with the dirt (in my opinion) which strongly suggests that the dirt was applied on and that it wasn't there already. I could be wrong, of course. Certain areas, like towards the top, have almost a "smeared" appearance which would completely make sense with what I'm thinking happened.
This coin I would think would almost certainly bodybag as "Altered Surfaces".

I think you are right in the big difference between sides. But to me it looks like something melted on the reverse and then was removed. Maybe the plastic of a 2X2 melted and then removed. The denticles on the reverse look 'filled'. Good catch thou - we must be vigilant
