@jr, sorry for the late reply. Looks to me like the Oakland Vernam Spring Water Company of PA incorporated in 1901 in Delaware. I couldn't find other tags like this one, but I note that the demijohns were glass bottles holding five gallons. I'm not finding much about this company past 1910 or so, but hopefully someone else can do a better job chasing this down for you.

My wild guess is about 1970, because getting 75 cents to return a case (24) of bottles would be about 3 cents each.
