@cripokvg, first welcome to CCF. Second, this isn't a coin, but rather a reproduction (hence the 1990 date). The staining on the back is most likely from where an adhesive was used to attach this piece to paper or card stock.

Some additional information ...

The item purports to be related to Maximilian I, who was Holy Roman Emperor from 1508-1519. The representation of Maximilian is typical of this time period (even to his haircut!). He holds objects that are typical symbols of his position, the globus cruciger, and a scepter.

If you go to the Wikipedia article, you will see an object similar to yours.
