It was struck with a slightly misaligned obverse die, but it is too minor to have any added value. It's a spender.

Bruce , how the heck is he supposed to spend that U.S. Penney in the Philippines ? He'll have to hop on a plane to America just to try to spend it .

Thanks for wondering how to spend this penny, FYI your dollar is an international currency and here dollar is acceptable for any transaction. Even the old peso coins are usable.

Of course, and you know this, all of those coins are worth more than face for their silver content. Please don't spend them for face!
