Can anyone tell me what causes this. And should I leave them like this or try to clean them. I have several more like this

I think moisture trapped in the 2x2 could cause this. JMHO

Would it be better to clean them or leave them?

These have nearly no numismatic value. They are pretty much just bullion. Cleaning won't make them worth more, nor less.
You could try acetone which is not regarded as cleaning by most collectors.

since they are basically bullion I would dip them in silver dip , just long enough to do away with most of that black .

Thank you I have a bunch but only about 10 have the black. I will try acetone first as I have it on hand.

i have never seen that color of 2x2's, perhaps something in the plastic, or cardboard is reacting with the coins..

You could try cleaning them and then carry them in your pocket for a while to re-tone them. Don't think it's worth it for these though.

Might as well dip but hardly even worth the effort. These are just bullion coins at this point.

The holders came from the 1960's at the latest that my grandfather used. He may have had them from years before as he never threw anything away.
