It looks plated,not sure with what. Value,one cent. It is a 2012-D by the way.

Coins, especially the one cent coins, are commonly plated after they are issued. Science experiments, etc. I am fond of the gold plated ones and have a small collection. In fact, anything imaginable (and anything unimaginable) has been done to one cent coins.
