I found this coin and it has a leaf next to date, is it suppose to be there? thanks

Yes, it is supposed to be there. The Maple Leaf shows that the coin was actually struck in 1948 even though the date is 1947.

Why couldn't they just change the date?

They didn't change the date because the new obverse coinage tools would not arrive until a later time in 1948, yet there was still a need for these coins.

There are 1947 coins that were minted in 1947. There are 1947 ML's that were really minted in 1948. There are 1948 coins minted late in 1948. All denominations.

In 1947 India gained it's independence from Great Britain. To reflect this change the RCM needed new obverse dies made for 1948 that eliminated the part of the legend reading "ET IND. IMP." which is abbreviated Latin for Emporer of India, which King George VI no longer was. The new dies took time to produce and there was still a need to put new coins into circulation so it was decided to use the old dies from 1947 and add a small maple leaf after the date to denote they were actually minted in 1948. Once the new dies were completed they were put into use for the remainder of the year with the 1948 date.
