It is more pronounced on the reverse, and appears as a ring circling the coin through the letters. If you know, how does this happen during the minting process? Close ups are included. Thanks everyone.

Not an error unfortunately. It's just Post Strike Damage ( PSD), meaning that it happened after it left the U.S. Mint. The damage is probably most likely from a Coin Wrapping Machine. Since it's just damaged, it's only worth face value.

What you're looking at is not a mint error coin. It's common PMD /environmental damage after the minting process and after the coin left the mint. That type of damage can happen in the coin rolling machine, vending machine or normal everyday use. That coin has had a tough life!
