I have weighed this coin Many times over the past few months in disbelief myself. It remains 3.1g. now what action do I take?

Unfortunately, none. 1982 cents are common in large and small, zinc and copper.
The only combination that is not supposed to exist is the small date copper from the DENVER mint. Yours is Philadelphia.

The 1982-D 3.1g is the big one. Your coin is normal and common.

The 1982-P SD Copper LMC is the rarest in the 1982 production series (by most polls), but I don't understand your evaluation of "disbelief", since I have found 13 of them, so far, in change.
