This isn't a coin and it's not from 1789. The Department of the Treasury was founded in 1789. Denver didn't exist yet, in fact the United States owned nothing west of the Mississippi until 1803. These tokens were included in proof sets in 1982, I think to fill the vacant hole of the SBA dollar.

Although there were tokens included in the 82 proof sets instead of SBA dollars, this isn't one of them. Here's the token from the 82 set

The OPs token is from a Denver Mint souvenir set. They are plentiful.

As noted, the piece shown is not a coin. Rather, it is a US Mint "List Medal" (#703) that is part of the Mint's Historic Buildings of the United States medal series.

It was originally sold (in the 1970s) for $0.50 ($0.60 if purchased via the mail). Over the years, it has been included in several different sets containing coins minted in Denver.

It is a common piece that is reasonably available in today's marketplace for just a few dollars even in New/As Struck condition - the medal shown is definitely a circulated piece. Of course, some sellers try to get much more for them on ebay, but that doesn't change the fact that they can be purchased for just a few dollars from dealers at coin shows.

It has been some time since the piece was last struck by the Mint, but it is still an active medal. The Mint has recently struck medals for the Philadelphia Mint and the Ft. Knox Bullion Depository so it is possible it will soon strike more Denver Mint medals.
