Not sure if this is some type of RPM or happened later. I am leaning towards happening at the mint because the D does not appear to be damaged and there seems to be more than one. Also unfortunately it's hard to make out in my poor photos but there also appears to be another D under the bottom tip of the 3 in the date. I've never seen anything like this, please let me know your thoughts, thanks!
@N03, when there is a hole in the copper plating, the underlying zinc core is exposed and can start to deteriorate. This can cause the local area of the coin to push up or cause sinking.
