You have Die Deterioration, which is a worn die issue, caused by striking a ton of planchets at the U.S. Mint. The last issue you might have is an over polished die issue on the obverse. It is a normal occurrence and holds no added value. The more a die is used, the more the devices (letters in this case) shift to the edge of the coin due to metal flow, eventually coming into contact with the rim itself.
