Certainly is Valentinian, but I doubt an RIC number can be meaningfully given without the mint mark. Looks like this one will clean up nicely if put in the oil and forgotten a couple of years.

A month or two may be more realistic, but you'd be surprised at the details that a couple of years in the soup can bring out of seemingly blank coins, all with no effort in the interim. Of course, they come out completely blackened, but unless the patina is a nice even green, I wouldnt worry about it. Looks like there is some good detail to this one waiting to be revealed, especially in the hair.
