The coin has a mirror prooflike finish. Any idea if it is silver or has any value?

Short version: not silver, not a coin, just a pretty medal.

Longer version: There are literally hundreds of versions of this item. They are made for the tourist trade and to commemorate popular symbols (dragon, sun, peony).

I spent a few minutes looking for your exact medal, but this is the closest I could find ($7.99 on ebay admitted plated):

Even though this medal contains no indication it is precious metal, even if it did, it still would likely be basically worthless base metal with a shiny plating and some paint.
